UP Population Bill Draft to make citizens adopt two-child norm in state . According to Uttar Pradesh State Law Commission ( UPSLC ) website , State Law Commission , UP prepared a draft to control , stabilization and welfare of the population of the state . To improve the draft bill people have been invited to give their suggestions and a State population Fund is constituted to implement this act .

According to draft bill UP has limited ecological and economical resources . It is important to provide basic necessities of human life like affordable food , safe drinking water , proper housing , access to quality education , livelihood opportunities , electricity/power for domestic consumption and a secure living is accessible to all citizens .

Public servants who adopt two — child policy will get two additional increments during their service , maternity / paternity leave of 12 months , will full salary + allowances and 3 per cent in the employer’s contribution fund under national pension scheme . Person who will violate two-child policy in Uttar Pradesh will be prohibited from contesting local body elections, getting promotion and applying for govt job and receiving any kind of govt subsidy .
